Welcome to the Minnesota State Colleges and Universities Office of General Counsel website. The purpose of this site is to provide information about legal services available to Minnesota State Colleges and Universities, basic information on key legal topics, and links to system websites and other sources of legal and government information.

As of April 2015, the System does not currently have in place an agreement with the Good Samaritan Society, and schools that wish to explore using a GSS facility must contact legal counsel for assistance.
Clinical Affiliation Agreements. MnSCU legal counsel has negotiated memorandum of agreement (MOA) templates for specific health care organizations. These can be found here.
The Minnesota Legislature recently amended the Minnesota Clean Indoor Air Act to prohibit the indoor use of electronic cigarettes, including the inhaling or exhaling of vapor from any electronic delivery device. The new law applies to all MnSCU colleges and universities effective August 1, 2014. Please contact college or university administration for more information. The law is available at 2014 Laws of Minnesota, Ch. 291, Art. 6, Sec. 6
